Project title: LIFE Plan4Climate: Reinforcing climate & energy planning to reach climate neutrality through a nature-friendly and socially just transition in Europe

Source of financing: LIFE instrument of European Commission (60%) and Polish National Fund for Environmental Protection (35%) and own resources of Institute for Sustainable Development Foundation (5%).

Description of goals and tasks: The LIFE Plan4Climate project aims to accelerate the implementation and enhance the ambition of EU and its member states climate policy by 2030, to achieve climate and energy goals, climate neutrality, and fulfil EU’s fair share of the Paris Agreement commitments.
The project is executed by a consortium of 14 environmental NGOs lead by CAN Europe, in 13 European countries.
Acknowledging the centrality of the climate governance and the importance of the social dimension and acceptance, the objectives and the activities are developed following three main layers of action.
Firstly, the monitoring of the implementation of the current NECPs, ensuring they are adequate to achieve the climate and energy targets through joint effort in Member States.
Secondly, the monitoring and advocacy on the 2028 NECPs revision, both at national and EU level with particular attention to
financing, public participation,and climate governance.
Finally, the enhancement of the acceptance of EU climate policy by increasing awareness on the socio-economic benefits of climate action and promoting solutions to assess and mitigate negative social impacts.
Ranging across these layers, providing independent monitoring, expertise and campaigning, the project will inform and support decision-makers, build and strengthen stakeholders’ capacity, and raise awareness and acceptance across the affected public.
By ensuring that decision-makers are better informed and supported by society in developing and implementing ambitious climate policies, the project will enhance the EU climate governance framework. It will also contribute to the implementation and revision of the NECPs, fostering more ambitious and socially just climate action through strengthened consensus and fair transition.
